Riding a horse on the public roads is permitted as part of your hours exercise, but you shouldn't be actually going anywhere.
Riding the horse on your own land isn't restricted in any way.
BUT care is needed, I wouldn't want to be in a hospital casualty department at the moment.

Driving to the stables where your horse is kept to do all that is needed to care for the horse is a permitted use of a car, as is going to buy essential feed and materials for the horse.

Riding to Tesco? An interesting idea, but probably not welcome.
